KOSHA Emphasizes “Responsible Management System” to Reduce Accidents

February 21, 2011

On February 21 (Mon.), at 3 p.m. a “performance agreement” was signed among the directors of the headquarters and regional/area offices of KOSHA (Korea Occupational Safety and Health Agency; President: Min-Ki Noh). The
signing took place in a meeting room located in the headquarters of KOSHA aimed at making commitments to
accomplish KOSHA’s goals set forth for the year 2011.

For more than a decade, occupational accident rate remained stagnant in Korea, remaining above 0.7% level.
However, with the recent downturn in accident rate to below 0.7%, KOSHA set out to boost performance-based
“responsible management system” and add momentum to the declining accident occurrences.

Against the backdrop, KOSHA established performance-based “Responsible Management System” and empowered the directors of departments and regional/area office heads to have more authorities as well as responsibilities.
Also, they will be evaluated on the performance of their respective departments and offices on accident reduction
records and management results.

KOSHA’s goal this year is to reduce the rate of occupational accidents by 0.05%p, from last year, to 0.64%. By
enabling each regional/area office to make their own decisions about work areas and implementation plans, KOSHA expects such bottom-up work approach to go a long way in accomplishing its accident reduction goal.

To that end, KOSHA’s regional and area offices will strengthen regionally-driven accident prevention efforts, in
consideration of their industrial structure and accident types.
