2. Promotion Details (As of May 10, 2010)
A. Amendments in Industrial Safety and Health Regulations according to GHS Implementation
1) Amendment in Industrial Safety and Health Enforcement Regulations
O On September 25, 2006, to maintain harmonization in the classification and labeling of chemical
substances, the classification was subdivided into 27 items from the current 15 items according to
GHS, and labels were modified so that the hazard identification is easily recognized.
2) Revision of Ministry of Labor(MoL) Public Notice
O On December 12, 2006, the public notice regarding "Standards for Classification, Labeling of
chemical substance and Material Safety Data Sheet" was entirely revised.
O Some parts of public notice were further revised on January 10, 2008, according to the second
revision of the GHS guidebook.
O On June 27, 2008, enforcement date was delayed due to lack of preparatory period in workplaces
and need to keep pace with global trends (for single substances, until June 30, 2010, for mixtures,
until June 30, 2013) in the revised Public Notice No. 2008-29.
O Some parts of public notice were further revised on October 26, 2009, including the changes in the
size of pictograms, the number of precautionary statements, and etc.
3) Special Remark
O As the law and the public notice regarding chemical management are established and enforced,
the GHS expected to be nationally enforced from July 1, 2010. However, the labels in single
substances being distributed or used in workplaces by June 30. 2010 have a 1-year grace period
(for mixtures, 2-year grace period) for lightening the burden in workplaces.
B. Education for preparing GHS Implementation
O 5 fairs are held for proprietors, workplace health managers, and chemical managers in 2010 under
the supervision of the Ministry of Labor and KOSHA.
O An intensive training course, "To prepare MSDS according to GHS", has been established since
2008 by Occupational Safety Training Institute for industrial trainers.
O In case of requests from workplaces that newly implements the GHS, experts from Chemical Safety
and Health Research Center and KOSHA branch offices give them educational supports.
O MoL and KOSHA investigate into the status of GHS implementation in workplaces handling chemicals
in 2010.
3. Current Status of GHS-Related Supports from KOSHA
A. Supply status of classification results according to GHS
O For 11,377 substances, the GHS classification results and MSDSs were provided
at www.kosha.or.kr.
O "GHS classification and labelling program" was provided (December, '09) to help prepare label for
single substances & mixtures.
B. Development and Provision of MSDS Editing Program for Mixtures
O "MSDS Editing Program" was developed (December, '07) to help prepare MSDS for mixtures in
workplaces and currently made available on www.KOSHA.or.kr.
