    AN INTERNAL report produced by Safetell Ltd(designers and manufacturers
  of safety screens) on the danger to staff from attacks by members of the
  public shows a rise in assaults on interview staff in  local authority
  and government offices and a lack of knowledge by employers of their
  obligations under the Health and Safetg at Work Act 1974.

    The report is based on a literature search and interviews with staff
  and management. It established that 70 per cent of employees had seen
  at least one assault in the last two years and fifty per cent had experi-
  enced actual assault. Both public and private sector employees were
  equally affected but the agencies having the most serious problem are
  the Benefits Agency and the Employment Service.

    The l974 Act (and the Management of Health & Sufety  at Work Regulations
  l992) places a responsibility on employers to provide safe working environ-
  ments and training relating to protection against violence. And from
  this year all incidents of unprovoked violence must be reported under
  RIDDOR 1995.

    Interview results showed low awareness of these provisions among
  employers and employees alike.

    In the Job Centres visited some staff saw attacks as "part and parcel"
  of the job. Also awareness of protection systems was very low among staff.

     Another area in which physical attack is frequent is hospital accident
  and emergency receptions. When asked if their employer had introduced
  measures to prevent violence a quarter reported that no measures
  had been introduced.

     Half of them had been subject to some form of violence in the last
