저자: 임형철, 이동헌, 정성춘 (원문 바로가기) ABSTRACT Despite the trend of decreasing accidents, falling accidents in the construction industry have not decreased and are even rising. Most major accidents are falling accidents caused by hanging scaffolding and are mostly serious. We conducted a review of the literature, institutions, and regulations, which showed that domestic standards are not unified because they are drawn up by referring to overseas standards for hanging scaffolding. New regulations or standards should be established, which should reflect the safety plans for equipment, work advance plans, education, and management. If facility improvement plan for Hanging Scaffolding and implementation of revision of the current work use, regulations and guides are implemented, it will be recognized in advance of the causes of the accident statistics and the classification system and will be the basis for the implementation of joint efforts by workers, managers, supervisors and owners to reduce accidents. 정부와 기업에서 추진 중인 다양한 방법의 재해 저감 노력으로 전반적인 산업 재해는 감소 추세에 있으나, 건설업의 추락 재해는 줄어들지 않고 오히려 증가 추세를 보이고 있으다. 이러한 건설업의 재해 중 특히 달비계에 의한 재해는 주로 추락 재해이기 때문에 발생 시 대부분 사망사고에 이르는 중대 재해가 발생된다. 이러한 이유로 본 연구에서는 달비계와 관련하여 우선 국내외의 문헌 및 제도 / 규정 분석을 시행하였으며, 그 주요내용은 첫째, 달비계 해외기준을 참고하여 이원화 되어 있거나 규정이 없는 달비계의 규정을 별도로 작성이 요구된다는 사항을 수정하였다. 다음으로, 장비 규정, 작업 사전 계획, 교육, 관리 사항에 대한 안전 계획을 규정에 반영 하였으며, 마지막으로 이러한 안전 계획을 발주자의 주요 책무로 규정화가 필요함을 도출하였다. 아울러 이러한 달비계 재해 저감을 위하여 현장의 관련 사용 실태를 설문 조사 하였으며, 주요 결과를 활용하여 설비개선 및 작업방법 개선으로 재해 다발 요인을 사전에 인지하고, 달비계를 사용하여 공사에 참여하는 작업자 및 관계자, 감독자, 건축주 등이 재해 저감을 위한 공동의 노력을 이행하는 기준이 될 것이다.
