    JISHA is now developing a system to evaluate safety & health
  management activities in workplaces that are available for audit. The
  system is currently in the trial phase to enterprises by applying
  checklists and is expected to proceed to the implementation phase
  during fiscal 1996. The purpose of this development and the composition
  of checklists are introduced below.

  1: Purpose

       Nowadays it is not rare to see largescale workplaces with more than
     one thousand employees where even one accident with leave in a year
     does not occur. Apparently, such companies are in need of new index
     to evaluate their performance to prevent work accidents and eliminate
     potential hazards.

       The achievement is brought by the total participation of the
     management, staff, and workers, and the practices there have been
     closely adhered to the worksite activities.
     OHS management as the basis of such achievement is now reviewed to be
     the subject of evaluation or audit for a new tool to verify the
     function in the field of occupational safety and health.
     Part of major companies is already aware of the usefulness of such
     auditing upon the management of occupational safety and health and
     introduced internal audit.

       In this context, JISHA has developed Industrial Safety and Health
     Audit System that consists of 21 factors for evaluation. It is
     expected that the newly launched audit system by JISHA will play a
     vital part to make a breakthrough to further improve corporate
     OHS management and the quality of working life.

       In line with the development of this evaluation system, JISHA plays
     an important part in studying Japanese policy for ISO's move of
     possible formulation of ISO standards. It also intends to participate
     discussion in the ISO Workshop scheduled to be held in Geneva
     September of this year.

  2: Items to be Evaluated

     The following items are subject to the evaluation.

      1) Enterprise's policy and president's principle
  (headquarters' matters)

      2) Worksite's policy and worksite director's principle

      3) Safety and health management program

      4) Safety and health management regulations

      5) Safety and health key personnel

      6) Safety and health staff section

      7) Safety and health committee

      8) Guidance and assistance to on­site cooperating enterprises

      9) Safety and health education

     10) Daily workplace activities

     11) Management of machinery and equipment

     12) Management of chemical substances

     13) Management of working environment

     14) Management of operations

     15) Health management

     16) Analysis of accident causes

     17) Total health promotion plan (THP)

     18) Creation of comfortable workplaces

     19) Measures for workers requiring specific care

     20) Traffic safety measures
