     CSB'S FIRST REPORT CITES LACK OF PROPER TRAINING IN EXPLOSION
     DEATHS OF FOUR EMPLOYEES

     The U.S. Chemical Safety and Hazard Investigation Board's (CSB) first
     investigation report finds that better training and safety procedures
     could have prevented the explosions which caused the deaths of four
     workers and injured six others at the Sierra Chemical Company's Kean
     Canyon Plant, last January.

     Investigators and board members agreed that the plant, which is
     located near Reno, NV, had inadequate process safety management and
     workers had little formal training in handling materials and explosives.
     Among the reasons cited for the accident, the Board mentions Sierra's
     failure to provide procedure manuals and training in workers'
     native language. Most of the workers were immigrants who spoke and
     read Spanish and had little or no understanding of English.

     The Board recommends that the explosives industry develop training
     guidelines for workers handling explosives. Citing poor regulatory
     enforcement, the Board urged Nevada's Occupational Safety and Health
     Enforcement Section to step up safety inspections. An executive order
     signed by Governor Bob Miller on June 10, 1998, mandates twice-a-year
     safety inspections of explosives manufacturing plants. CSB is
     an independent federal agency whose mission is to ensure the safety
     of workers and public through minimizing the effects of chemical
