    COMPREHENSIVE SAFETY AND HEALTH PROGRAM RULE GIVEN TOP PRIORITY
    IN OSHA REGULATORY PLAN
    ================================================================

    OSHA's proposed comprehensive safety and health program has now become
    the "centerpiece" of the Agency's current regulatory plan and is targeted
    for publication in April 1999. The proposed rule will be "flexible" and
    will apply different methods to employers according to their industry and
    size. The five key elements of the proposed rule are management
    leadership, employee participation, hazard assessment, hazard prevention
    and control, and information and training.

    The safety and health program rule will ensure that employers in the
    general and maritime industries handle worker protection as a fundamental
    goal of their business and will help employers identify job-related
    hazards in the workplace, correct the hazards that are identified, and
    prevent other hazards from occurring. The proposed safety and health
    program rule is among the 10 priority regulations under various
    stages of development in OSHA's regulatory plan.
