High rates of illness, injury and death at work are more likely among
construction businesses that don't have good pre-project planning,
according to Jim LapPing, the agency's special assistant for construction.
0SHA's focused inspections during the first quarter of lS97, plus
reports on major construction catastrophes, revealed that the lack of a
plan for the sequence and methods of construction is the missing element
at sites where serious incidents have occurred.
These sites need a construction-safety analysis that will help them
identift hazards before they cause illnesses or injuries, Lapping told a
recent construction safety conference. Qualified persons should perform
such an analysis before the project gets underway and at major milestones,
he says.
The analysis should examine three major safety factors. The first step,
project safety analysis, can provide a foundation for the project's
safety and health plan. Contractors and subcontractors can use this plan
to further analyze the hazards and then to conduct a job-site safety
analysis. This second step takes the Project safety analysis further by
breaking it down into required activities and identifying potential
hazards within each. The final step is a job safety analysis that the
supervisor or worker can conduct to evaluate highly hazardous, new or
nonroutine tasks.
Construction inspectrons increased by 4l percent in the first quarter
of l997 over the same period in l996 ,Lapping says; both focused construc-
tion project inspections and the total number of cases cited increased
40 percent.
